If there are any, not enough have coalesced to stop the crazies from running the asylum -- elements of the military included! And I think it's because they have no real "skin in the game." After all, particularly after the last (of many) failed war attempts, I doubt the PEOPLE will stand for losing or have mutilated any more of THEIR sons and daughters!

And you're right, foreign policy won't change any time soon because the number one goal of the West (attainable or not) is to destroy Russia -- one way or the other.
