Thanks for your post, Elad. As they say, "Sunlight is always the best disinfectant." I was born in Charleston, South Carolina during the mid-1950s and I promise you, there was no "tiger" in that rhyme as I was growing up. The "tiger" was us and yes, it was racist -- and those little white kids who wielded it knew full well that it was. Given the large number of Scottish immigrants to our port city of Charleston where the Old Slave Market still stands as a "tourist attraction," I get the idea from the Bolton link you shared, that they, among other Europeans could well have brought this little ditty with them. As an aside and speaking of toes, for all my life there, Brazil Nuts were called "Nigger Toes."
