This one certainly depends on who one is culturally. In my experience as a Black person, it has never been the case, either growing up or raising my own children. Every Black Mama and Daddy were mine and if they saw me misbehaving, not only did they have something to say to me, but when I got home, if they knew my parents, they'd already called and told them what I did and how they handled it and then MY parents would discipline me too!
